What Is E-Invoicing in the UAE?

UAE e-Invoicing is the electronic issuance, exchange and reporting of structured invoice data between a supplier and a buyer through the UAE Electronic Invoicing System. The invoice data is exchanged electronically and reported to the UAE Federal Tax Authority (FTA) through the e-Invoicing framework. Unlike a traditional PDF or paper invoice, an e-invoice is structured data that can be automatically processed, validated and exchanged between accounting and business systems. A PDF, scanned invoice, image, Word document or invoice sent only by email is not considered an e-invoice under the UAE system.

In simple terms, UAE e-Invoicing changes invoicing from sending a document to digitally exchanging structured invoice data between connected business systems.

Is E-Invoicing mandatory in the UAE?

Yes. UAE e-Invoicing is becoming mandatory for businesses and other persons that fall within the scope of the UAE Electronic Invoicing System. The system is being introduced in phases, with the mandatory implementation date depending on annual revenue and the type of entity. For businesses with annual revenue of AED 50 million or more, the first mandatory phase begins on 1 January 2027. These businesses must appoint a UAE Accredited Service Provider (ASP) by 30 October 2026 and complete the required preparations and integration for e-Invoicing before mandatory implementation. Businesses with annual revenue below AED 50 million are also subject to the UAE e-Invoicing rollout, but they have a later implementation timeline. They must appoint an ASP by 31 March 2027 and implement the Electronic Invoicing System by 1 July 2027.

The UAE also allows businesses to adopt e-Invoicing voluntarily from 1 July 2026, regardless of revenue. This means businesses do not have to wait until their mandatory e invoicing deadline UAE to begin preparing or implementing.

Who Must Comply With UAE E-Invoicing?

UAE e-Invoicing generally applies to persons conducting business in the UAE in respect of their business transactions, regardless of whether they are VAT registered, unless the person or transaction is specifically excluded under the UAE e-Invoicing framework. This means VAT registration status alone does not determine whether a business falls within the e-Invoicing scope.

What Is an Accredited Service Provider (ASP)?

An Accredited Service Provider (ASP) is a service provider that has been officially accredited by the UAE Ministry of Finance to provide e-Invoicing services under the UAE Electronic Invoicing System. An ASP enables businesses to create, validate, exchange and process structured e-invoices through the UAE e-Invoicing framework. In the UAE’s 5-Corner Model, the ASP acts as the technology and connectivity layer between your business, the buyer’s ASP and the Federal Tax Authority. Your accounting or ERP system provides the invoice data to your ASP, which validates and transmits the e-invoice through the required e-Invoicing network. Relevant tax data is also reported electronically to the FTA.

What is PINT-AE?

PINT-AE is the UAE’s structured e-invoice specification used to define how electronic invoice data is structured and exchanged within the UAE e-invoicing framework. In simple terms, PINT-AE tells businesses and their e-invoicing systems what information an electronic invoice should contain and how that information should be structured in a standardised, machine-readable format.

Is a PDF Invoice an E-Invoice?

No. A PDF invoice is not automatically an e-Invoice. A PDF is primarily a digital representation of an invoice designed for people to read, while an e-Invoice contains structured, machine-readable invoice data that can be processed and exchanged electronically through the UAE e-Invoicing framework. Simply creating an invoice as a PDF or sending it by email does not make it a compliant e-Invoice. Businesses need to follow the applicable e-Invoicing requirements and use the appropriate systems and processes for electronic invoicing.

A PDF can still be generated alongside an e-Invoice for human viewing or record-keeping. The key difference is that the underlying e-Invoice contains structured data that systems can automatically read, validate and process.

UAE E-Invoicing Penalties

Businesses required to implement the UAE Electronic Invoicing System may be subject to administrative penalties for certain non-compliance. The penalties cover failures relating to implementation, appointment of an Accredited Service Provider (ASP), issuing and transmitting electronic invoices or credit notes, and specified notification requirements.

Failure to issue and transmit an electronic credit note within the prescribed timeline AED 100 per credit note, up to AED 5,000 per calendar month

Failure to notify the FTA of a system failure by the recipient within the prescribed timeline AED 1,000 per day of delay or part thereof
Failure to notify the appointed ASP of changes to registered data within the prescribed timeline AED 1,000 per day of delay or part thereof
